Verfahrensanträgen. Zu den Sachanträgen gehören u.a. Gesetzesvorlagen als neu zu behandelnde Materie (Initiativanträge), Änderungsanträge zu bereits in Beratung befindlichen Vorgängen und Entschließungsanträge zur Kundmachung der Meinung des Parlaments zu bestimmten Themen. All diese Anträge können nur eingebracht werden, wenn sie die Unterstützung von 5 % der Mitglieder des Hauses haben. Ein Antrag, dem Bundeskanzler das Mißtrauen auszusprechen, den Bundespräsidenten vor dem Bundesverfassungsgericht anzuklagen oder einen Untersuchungsausschuß einzusetzen, muß von mindestens 25 % der Abgeordneten unterstützt werden. Anträge zur Geschäftsordnung, die dem Zeit- und Arbeitsplan des Parlaments gelten, brauchen solchen Ünterstützung nur, wenn es um den Ausschluß der Öffentlichkeit (10 %) geht oder
