Capital city of the Republic of Azerbaijan, industrial port (oil refining) on the Caspian Sea; It is a major oil center and is linked by pipelines with Batumi on the Black Sea. In Jan 1990 there were violent clashes between the Azeri majority and the Armenian minority, and Soviet troops were sent to the region; over 13,000 Armenians subsequently fled from the city.
