in der Bundesrepublik sind Bezirke Untergliederungen der Stadtstaaten Hamburg und Berlin, andere Länder sind in Regierungsbezirke gegliedert. In der DDR traten mit 'Gesetz über die weitere Demokratisierung des Aufbaus und der Arbeitsweise der staatliche Organe' vom 23.7.1952 Bezirke an die Stelle der alten Länder, die föderale Ordnung war damit aufgehoben. Zum einen erschienen die Landesverwaltungen als Bastionen bürgerlichen Denkens, zum anderen wollte man zur Durchsetzung des gesellschaftlichen Umbaus einen höheren Grad der Zentralisierung erreichen. Aus den 5 Ländern wurden die 14 Bezirke Chemnitz (seit 1953 Karl-Marx-Stadt), Cottbus, Dresden, Erfurt, Frankfurt/Oder, Gera, Halle, Leipzig, Magdeburg, Neubrandenburg, Potsdam, Rostock, Schwerin und Suhl; Ostberlin wurde trotz des alliierten Sonderstutus für Berlin 15.
