(1831-1892) New Zealand politician, born in England, prime minister 1876–77, 1883–84, 1887–91. In his second term of office he abolished the provinces and in his third handled the financial depression by measures then regarded as socialistic —for example, reduction of civil service salaries, abolition of land tax, and introduction of income tax.
