91 left doubts over the verification of the treaty, but at the July 1992 Helsinki summit of the Conference on Security and Cooperation in Europe a revised version of the 1990 treaty was signed by 29 states (all members of NATO or former Soviet republics). Armenia and Belarus had still to ratify the treaty.
