(Percival James) (1935-) Jamaican politician and lawyer, prime minister from 1992. In spite of financial scandal and his subsequent resignation from the post of finance minister 1991, he was elected prime minister by an overwhelming majority 1992 and successfully fought a general election in the following year.
After training and practising as a lawyer, he became a leading member of the People's National Party (PNP), serving as minister for development, planning, and production 1989–92 and deputy prime minister and minister for finance and planning 1991. He had taken over the prime ministerial portfolio for several periods during 1990 when his leader, Michael Manley, had been unwell and was widely seen as Manley's natural successor. However, in 1991 there were allegations that taxes amounting to some US$30 million, owed to the Jamaican government by the international oil company, Shell, had been waived and Patterson, as finance minister, and the mining and energy minister, Horace Clarke, resigned. Despite this, when, in March 1992, Manley's health deteriorated to the extent that he felt obliged to retire, the PNP elected Patterson to succeed him by almost a three-to-one majority, automatically making him prime minister. In March 1993 he secured his own popular mandate by calling a snap general election and securing
a landslide victory.
