4th Earl of (1845-1914) British colonial administrator who succeeded Curzon as viceroy of India, 1905–10. With John Morley, secretary of state for India, he co-sponsored the Morley Minto reforms of 1909. The reforms increased Indian representation in government at provincial level, but also created separate Muslim and Hindu electorates which, it was believed, helped the British Raj in the policy of divide and rule.
