(Richard) (1930-) English Conservative politician, home secretary 1985–89 and foreign secretary 1989–95. He was appointed foreign secretary 1989 in the reshuffle that followed Nigel Lawson's resignation as chancellor of the Exchequer and retained his post in Prime Minister John Major's new cabinet formed after the 1992 general election. He was replaced as foreign secretary in the cabinet reshuffle that followed Major's reelection as party leader July 1995, having earlier announced his intention to retire.
Hurd entered the House of Commons 1974, representing Witney in Oxfordshire from 1983. He was made a junior minister by Margaret Thatcher, and the sudden resignation of Leon Brittan projected him into the home secretary's post early in 1986. In Nov 1990 he was an unsuccessful candidate in the Tory leadership contest following Margaret Thatcher's unexpected resignation.
